Climate and water – pilot project climate adaptation municipalities 2023

Summary

The pilot project ”Climate Adaptation Municipalities 2023” was carried out by the Mälaren Water Conservation Association between March and December 2023 in collaboration with the County Administrative Board of Västmanland as part of the EU project LIFE IP Rich Waters. The purpose was to test a systematic process to promote climate adaptation at the municipal level, focusing on the connection between water issues and climate change. Municipalities from the association were invited to participate in workshops where at least three officials from different departments would work on a concrete climate adaptation project. During the work, SMHI’s guideline for climate adaptation was used as methodological support. Two municipalities participated in the project and worked on developing an action plan for climate adaptation and a routine for heavy rainfall. Workshops were held three times during the year, where participants worked on their own projects and received support in using relevant materials, as well as in collaborating across administrative boundaries.

A web-based evaluation showed positive results, with appreciation for the exchange of experiences between the municipalities and the systematic approach. The evaluation suggested that more municipalities and a somewhat faster pace could improve future efforts. The project also demonstrated the importance of cross-sectoral collaboration within the municipalities and that leadership support is crucial. The Water Conservation Association of Lake Mälaren concluded that the county administrative boards should take greater responsibility for conducting similar workshops for more municipalities, as this could streamline climate adaptation work.
